IT WAS ACTUALLY CONDUCTED AT AN AIR FORCE BASE, AND IN THIS CASE IT WAS CONDUCTED WITH THE 445TH, WHICH IS THE LARGE CARGO PLANES LOCATED ON THE BACKSIDE OF THE BASE. OUR COMMUNITY HAD THE OPPORTUNITY TO REALLY, REALLY SUPPORT THAT PROGRAM. SO WE WANT TO RECOGNIZE A FEW INDIVIDUALS WHO PLAYED A ROLE IN THAT ACTIVITY. SEVERAL WEEKS AGO, WE HAD THE OPPORTUNITY TO RECOGNIZE THE SCHOOL DISTRICT PEOPLE, IN PARTICULAR THE BUS DRIVERS. TONIGHT, WE WANT TO HONOR SOME OF OUR POLICE AND FIRE STAFF WHO HAD THE OPPORTUNITY TO HELP PUT THAT PROGRAM TOGETHER. IT TURNED OUT TO BE AN ABSOLUTELY INCREDIBLE PROGRAM. IT GOT NATIONAL NEWS COVERAGE. AND THE VETERANS WHO HAD THE OPPORTUNITY TO PARTICIPATE IN THAT WERE TRULY OVERWHELMED WITH HOW WELL THE PROGRAM RAN. SO AT THIS TIME, I WOULD LIKE TO FOLLOW THE INDIVIDUALS TO COME DOWN TO BE RECOGNIZED. SHAUN PETTIT, BRAD ECKERT, RYAN WILLIAMS AND BEN ROMAN, IF YOU WOULD COME DOWN HERE, PLEASE. SO BACKGROUND. THE TREE CITY USA PROGRAM IS A NATIONALLY RECOGNIZED SPONSOR PROGRAM THROUGH THE ARBOR DAY FOUNDATION. IT HIGHLIGHTS COMMUNITIES THAT MEET CONSISTENT STANDARDS FOR TREE CARE AND MANAGEMENT. SO THERE'S FOUR BASIC CRITERIA TO BE CONSIDERED A TREE CITY USA CITY. TREE BOARD OR DESIGNATED DEPARTMENT. CLARIFIES TERMINOLOGY AND TREE MANAGEMENT STANDARDS DEFINITIONS TO INCLUDE HAZARDOUS TREE INVENTORY, RESPONSIBILITIES FOR TREE LAWN CARE AND CLEARANCES. THERE'S A SIMPLE PERMIT PROCESS FOR PLANNING AND REMOVAL OF TREES IN THE PUBLIC RIGHT OF WAY. SO IF YOU HAPPEN TO HAVE YOUR FRONT YARD, YOU WANT TO PLANT SOMETHING IN THAT PUBLIC RIGHT OF WAY, THERE'S A SIMPLE PERMIT PROCESS TO GO THROUGH. IF YOU WANT TO PLANT A TREE ANYWHERE ELSE IN YOUR YARD, THERE IS NOTHING THAT WOULD PREVENT YOU FROM DOING THAT. AND SO THAT'S AN EXAMPLE OF A HAZARDOUS SPECIES AND AN ALLIANCE CITY PRACTICES WITH INDUSTRY STANDARDS AND ARBOR DAY FOUNDATION GUIDELINES. DOES THIS ORDINANCE CONFLICT WITH MY RIGHTS AS A PROPERTY OWNER? IT DOES NOT. IT ONLY APPLIES TO TREES IN THE PUBLIC RIGHT OF WAY OR CITY MAINTAINED PROPERTIES. PRIVATE PROPERTY RIGHTS REMAIN UNCHANGED. HOMEOWNERS MAINTAIN CONTROL OF TREES ON THEIR OWN LOTS, ESTABLISHES A SIMPLE PERMIT, AGAIN FOR PLANNING OR REMOVAL OF TREES IN THE RIGHT OF WAY. THE CITY MAY ADDRESS PUBLIC SAFETY HAZARDS INVOLVING TREES AND EASEMENTS RIGHT OF WAYS, AND THE GOAL IS TO HAVE CLEAR RESPONSIBILITIES AND CONSISTENCIES, NOT NEW REGULATION. CODE ENFORCEMENT WILL TELL YOU THAT THEY RECEIVE NUMEROUS CALLS A YEAR FOR TREE DISPUTES, TREES THAT THEY BELIEVE ONE NEIGHBOR THINKS WILL BE FALLING OVER ONTO THEIR PROPERTY. NOW BREAST CANCER IS RECOGNIZED. IT'S SUCH A CRUCIAL TIME THAT'S DEDICATED TO RAISING AWARENESS ABOUT BREAST CANCER, PROMOTING EARLY DETECTION AND SUPPORTING THOSE AFFECTED BY THE DISEASE. AND THIS IMPORTANT BECAUSE BREAST CANCER IS ONE OF THE MOST COMMON CANCERS AFFECTING WOMEN WORLDWIDE. HOW DO I KNOW THAT? BECAUSE GUESS WHAT? I'M ON MY JOURNEY TO HEALING. SO IT'S REALLY IMPORTANT THAT YOU INCREASE YOUR AWARENESS THAT WILL LEAD TO DETECTION. THE LAST ONE IS MENTAL HEALTH AWARENESS MONTH, AND THIS A REALLY SERIOUS ONE AS WELL. WHILE MENTAL HEALTH AWARENESS IS OBSERVED NATIONALLY IN MAY AND OCTOBER IT SERVES AS A CRUCIAL TIME TO MAINTAIN THE FOCUS ON MENTAL HEALTH AWARENESS, REDUCING STIGMA, AND ADVOCATING FOR IMPROVED ACCESS TO MENTAL HEALTH SERVICES. IT'S A TIME TO FOSTER UNDERSTANDING, EMPATHY, AND THAT'S SOMETHING THAT SOMETIMES WE LACK, SOMETIMES EMPATHY AND SUPPORT FOR INDIVIDUALS FACING MENTAL HEALTH CHALLENGES. THAT'S SUPER IMPORTANT. AND THEY TOLD US THE ONE DISCOUNT FURNITURE STORE THAT IF ANYBODY IDENTIFIED THEMSELVES AS COMING THERE TO PURCHASE PIZZA TO GO TO THE TANNING SALON, THEY WERE NOT CHARGED AS PEOPLE WHO WERE CUSTOMERS FOR THOSE BUSINESSES. THEY ALSO HAD CUSTOMERS FOR THE FURNITURE STORE. THERE WERE CUSTOMERS FOR THE RENT-A-CENTER. THOSE PEOPLE WERE NOT CHARGED, OBVIOUSLY, AS CUSTOMERS. NOW, THE FURNITURE PLACE TOLD ME ALSO THAT LAST YEAR THE PARKING GOT SO BAD AND THE TRASH GOT SO BAD THAT A CUSTOMER SHOWED UP. CAN THOSE BUSINESSES WERE OPEN FOR BUSINESS ON FRIDAY AND SATURDAY DURING THE FESTIVAL, BUT LAST YEAR, A CUSTOMER SHOWED UP TO PICK UP A LARGE FURNITURE ITEM AND COULD NOT DO IT BECAUSE SOMEBODY HAD PARKED IN FRONT OF THE ROLL UP DOOR AT THE FURNITURE STORE WHERE THEY DELIVERED FURNITURE. SO I UNDERSTAND WHY THOSE TWO BUSINESSES WERE CHARGING. THE CHARGE WAS $15. THEY DIDN'T GET A WHOLE LOT OF BUSINESS. SOME PEOPLE DID PAY. I TALKED TO SOMEONE WHO RECENTLY ATTENDED A FESTIVAL DOWN IN TEXAS, AND THEY WERE SURPRISED THAT IT WAS ONLY $15. THEY SAID THE FESTIVAL THEY WENT TO IN THE DALLAS AREA, THE PARKING WAS $30. NOW, I'M NOT EXCUSING THAT, BUT MY POINT IS, IS THAT THE CITY TRIES AND THE CHAMBER TRIES TO PROVIDE A LOT OF PARKING. I WANT TO GIVE A SHOUT OUT TO THE BERTRAM TOBIAS FUNERAL HOME RIGHT THERE ON MAIN STREET. THEY HAVE 60 PLUS PARKING SPACES. WE ALWAYS CALL THEM A COUPLE OF DAYS BEFORE THE HALLOWEEN FESTIVAL TO ASK, DO THEY HAVE ANY BUSINESS GOING ON ON THAT FRIDAY, SATURDAY, SUNDAY, A FUNERAL, A VISITATION, PEOPLE COMING IN TO MAKE PLANS OR WHATEVER. WE'VE BEEN VERY FORTUNATE THE LAST COUPLE OF YEARS. THEY HAVE NOT HAD BUSINESS ON THOSE DAYS. SO THEY HAVE VERY, VERY GRACIOUSLY OPENED UP THEIR 60 PLUS PARKING SPACES AT NO CHARGE FOR PEOPLE ATTENDING THE HALLOWEEN FESTIVAL. WELL, SUNDAY BECAUSE OF THE WEATHER. THE FESTIVAL BASICALLY DID NOT HAPPEN. SO THE CHAMBER STAFF, A NUMBER OF STAFF WERE OUT THERE CLEANING UP TRASH AND STUFF. THE BERTRAM TOBIAS PARKING LOT. WE COLLECTED OVER HALF OF A LARGE TRASH BAG OF TRASH IN THEIR PARKING LOT. A WHOLE BUNCH OF FOUR CUPS. THERE WAS AN EMPTY VODKA BOTTLE. SOMEBODY SPILLED A WHOLE CONTAINER OF FRENCH FRIES AND LEFT THEM ON THE GROUND. SOMEBODY TOOK A BAG OF TRASH AND SET IT RIGHT IN FRONT OF THE TWO TRASH CANS THAT WERE PROVIDED IN THAT PARKING LOT. AND I OPENED THE TRASH CAN TO SEE IF THEY LEFT THE BAG OUT IN FRONT. BECAUSE THE CAN WAS FULL, THE CAN WASN'T EVEN HALF FULL. BUT THEY LEFT THEIR TRASH IN FRONT OF THE TRASH CAN. THESE ARE THE REASONS WHY THE BUSINESSES ARE GETTING FRUSTRATED. AND TWO OF THEM CHOSE TO CHARGE THIS YEAR. YOU HAVE TO UNDERSTAND WHY PEOPLE ARE TRASHING THE LOTS. NOW, I WENT AROUND TO A LOT OF THE OTHER LOTS. THERE WAS TRASH IN ALMOST ALL OF THE LOTS THROUGHOUT THE CITY. I BENT DOWN TO PICK UP WHAT I THOUGHT WAS A PIECE OF TRASH. IT WAS A $10 BILL LAYING IN ONE OF THE PARKING LOTS. NOW, IF THAT PERSON CAN IDENTIFY THIS BILL AND TELL ME WHICH LOT IT WAS IN, I WILL RETURN THEIR $10 BILL. BUT THAT WAS IT WAS NOT YOURS BECAUSE I DIDN'T SEE YOU THAT THAT WAS THERE. OKAY, WELL, OKAY. WE GOT THERE AT 10 A.M. YOU GIVE ME THE SERIAL NUMBERS, I'LL RETURN THE BILL. MY POINT IS, IS THAT THERE WAS A LOT OF TRASH ALL OVER IN DIFFERENT LOTS. KUDOS TO THE CHAMBER STAFF. WE HAD A NUMBER OF LEO CLUB KIDS WERE OUT THERE PICKING UP TRASH. THE OTHER ISSUE WE HAD WAS PEOPLE WHERE THEY WERE PARKING. THERE WERE THREE TRASH CANS LOCATED IN THE LOT BACK BEHIND SPARK AND BEHIND GIOVANNI'S IN THAT AREA, THREE OF THE HUGE TRASH BINS. WE FILLED THOSE THREE TRASH BINS. UNFORTUNATELY, AT ONE POINT, PEOPLE STARTED PARKING IN FRONT OF THE TRASH BINS SO THAT THE PEOPLE WHO WERE BRINGING THE GATORS AND GOLF CARTS TO EMPTY THE TRASH. WE COULDN'T EVEN GET TO THE TRASH CANS. WE'RE GOING TO MAKE SURE THAT WE PUT SIGNS UP ALL OVER THAT. IF YOU PARK IN AREAS LIKE THAT, YOUR VEHICLE WILL BE TOWED NEXT YEAR. UNFORTUNATELY, WE ALSO HAD PEOPLE PARKING IN A FIRE LANE NEXT TO THE BEER GARDEN. SO VEHICLES IF NECESSARY, EMERGENCY VEHICLES WOULDN'T HAVE BEEN ABLE TO GET THROUGH THERE. WE'RE GOING TO BE PUTTING UP SIGNS FOR THAT ALSO NEXT YEAR. SO WE LEARNED SOME VALUABLE LESSONS THIS YEAR. BUT THE COMMENTS ON FACEBOOK ABOUT THE TWO BUSINESSES, THE NEGATIVE COMMENTS, PLEASE UNDERSTAND WHY THEY WERE CHARGING. ONE, THEY WERE TRYING TO MAKE SURE THAT THEIR PARKING LOTS WERE AVAILABLE FOR THEIR CUSTOMERS AND FOR THE PIZZA CUSTOMERS, THE TANNING SALON CUSTOMERS BECAUSE THEY WANT TO DO BUSINESS. IT'S FRIDAY AND SATURDAY, SO I'LL END ON AGAIN, KUDOS TO THE CHAMBER STAFF AND TO THE CITY STAFF FOR ALL THE WORKS. ON PUTTING ON WHAT THE. AND AGAIN, KUDOS TO THE CHAMBER FOR PUTTING ALL THAT ON. WE'VE ALREADY TALKED A LITTLE BIT ABOUT THE BUDGET SESSION LAST MONDAY. IT WAS AN OUTSTANDING EFFORT BY HILLARY AND HER STAFF TO PUT TOGETHER THAT BUDGET. THE TERM FRIVOLOUS HAS BEEN BROUGHT UP A COUPLE OF TIMES. I WOULD AGREE WITH OUR DEPUTY MAYOR. THERE'S NOTHING FRIVOLOUS ABOUT OUR BUDGET. IF YOU ATTENDED THAT SESSION AND I WANT TO GIVE A SHOUT OUT, THREE OF THE FOUR COUNCIL CANDIDATES WERE AT THAT BUDGET SESSION. ONE OF THE CANDIDATES CHOSE NOT TO BE THERE. THREE OF THE FOUR WERE THERE. THEY HAD THE OPPORTUNITY TO SEE HOW WELL PUT TOGETHER THAT CITY BUDGET IS. SO ANYWAY, WE'LL MOVE ON TO THAT. KUDOS ALSO TO THE LEADERSHIP ACADEMY. WANT TO THANK THE STAFF FOR PUTTING THAT ON. I'VE HEARD VERY POSITIVE COMMENTS. UNFORTUNATELY, I ALSO FOUND OUT THAT SOME OF THE PEOPLE WHO SIGNED UP AND TOOK THE SLOT THAT SOMEONE ELSE COULD HAVE HAD DIDN'T SHOW UP ALSO FOR THAT THAT'S UNFORTUNATE BECAUSE WE DO LIMIT THE PARTICIPATION IN THE ATTENDANCE AT THOSE LEADERSHIP ACADEMIES TO MAKE SURE THAT IT'S PERSONAL AND THAT IT'S SMALL ENOUGH THAT PEOPLE CAN ASK QUESTIONS AND ACTIVELY PARTICIPATE IN THE PROCESS. IT'S A WHOLE SERIES OF DIFFERENT PROGRAMS AND THINGS THAT THE CITY PROVIDES AND HAS BEEN MENTIONED ABOUT. I'M GOING TO JUMP INTO THE COMMITTEES. WE ABSOLUTELY NEED MORE VOLUNTEERS. I ATTEND THE MAYOR'S BEAUTIFICATION COMMITTEE. I'M NOT AS A MEMBER, BUT I JUST ATTENDED. WE HAVE A VERY YOUNG, VERY AGGRESSIVE CHAIRMAN WHO IS REALLY WORKING HARD TO MAKE THAT COMMITTEE MORE VIABLE. BUT WE DESPERATELY NEED SOME MORE PEOPLE. IF YOU LIKE GOING AROUND LOOKING AT HOW WE CAN MAKE FAIRBORN MORE BEAUTIFUL, THAT'S A GREAT COMMITTEE TO BE ON.
