THANK YOU TO THE COUNCIL FOR ALLOWING ME JUST A FEW MINUTES TO PRESENT THE FAIRBORN CITY SCHOOLS STRATEGIC PLAN. I APPRECIATE THE TIME AND WORK SESSION AS WELL. AM I JUST PUSHING THE GO? THERE WE GO. SO WE ACTUALLY PRESENTED TO THE COMMUNITY ON FEBRUARY 17TH WITH OUR ROLLOUT OF THE STRATEGIC PLAN. BUT WE HAVE TAKEN THE SHOW ON THE ROAD AND WE'RE TRYING TO GET IN FRONT OF AS MANY GROUPS AS WE CAN TO SHARE THIS INFORMATION. BECAUSE WE FEEL LIKE IT REALLY DEFINES WHO WE ARE AS A SCHOOL DISTRICT AND WHERE WE'RE GOING OVER THE NEXT FIVE YEARS. SO OUR DISTRICT STRATEGIC PLAN CREATES A ROADMAP, A NORTH STAR, IF YOU WILL, OF WHAT WE WANT TO ACCOMPLISH BETWEEN NOW AND 2030. IT ALSO INCLUDES OUR PORTRAIT OF A SKYHAWK INITIATIVE, WHICH I WILL EXPLAIN IN JUST A MOMENT AND THEN. ADDITIONALLY, WE HAVE CREATED SMART GOALS AND KEY PERFORMANCE INDICATORS TO HELP US MEASURE OUR GROWTH AND ULTIMATELY, ACCOMPLISHMENT. OF THE ITEMS THAT ARE INCLUDED IN THE STRATEGIC PLAN. SO I WOULD LIKE TO START OUT BY JUST GOING OVER THE FOUR PILLARS THAT WE IDENTIFIED IN THE STRATEGIC PLAN. WHICH WE FELT WOULD HAVE THE MOST IMPACT FOR OUR STUDENTS AND OUR SCHOOL DISTRICT AS A WHOLE. AND THOSE ARE TEACHING AND LEARNING, FUTURE READY SKILLS, STUDENT LIFE AND EXPERIENCES, AND OPERATIONAL EFFICIENCY. NOW, WITHIN THE STRATEGIC PLAN, AND I HAVE A HALF SHEET, IF ANYONE TONIGHT IN THE AUDIENCE WOULD LIKE ONE, I HAVE A HALF SHEET. WITH A QR CODE THAT WILL TAKE YOU TO THE DIGITAL VERSION OF THE STRATEGIC PLAN. ON PAGE FIVE OF THAT STRATEGIC PLAN, YOU'RE GOING TO FIND OUR PORTRAIT OF A SKYHAWK OVERVIEW. THE PORTRAIT OF A SKYHAWK ARE THE CHARACTERISTICS, THE SKILLS, THE ATTRIBUTES THAT WE WANT TO BUILD IN STUDENTS BY THE TIME THEY GRADUATE. SO THAT THEY ARE WELL ENABLED TO GO OUT INTO THE WORLD AND BE SUCCESSFUL, WHETHER IT'S IN TRADE SCHOOL, COLLEGE, DIRECTLY INTO THE WORKFORCE, OR IN THE MILITARY. AND THOSE CHARACTERISTICS ARE ADAPTABILITY, RESPONSIBILITY, PROBLEM-SOLVING, CRITICAL THINKING, AND COMMUNICATION. AND WE ARE WORKING TO EMBED THOSE STARTING AT THE EARLIEST GRADE LEVELS, PRESCHOOL AND KINDERGARTEN, ALL THE WAY UP THROUGH K-12, SO THAT WHEN STUDENTS DO GRADUATE. THEY HAVE SEEN THESE IN ACTION, THEY HAVE HAD A CHANCE TO PRACTICE AND BUILD ON THEM, AND THEY CAN SPEAK AS TO HOW THESE CHARACTERISTICS HAVE BEEN DEVELOPED IN THEM. THEN, IN THE STRATEGIC PLAN, I BELIEVE. STARTING ON PAGE 08, WE DIVE INTO THE TEACHING AND LEARNING FOCUS AREA, AND WE LIST THERE THE DIFFERENT AREAS WITHIN THAT FOCUS AREA. THAT WE WANT TO SEE THE ACCOMPLISHMENT AND THE GROWTH HAPPEN WITHIN THE DISTRICT, WE GO ON TO FUTURE READY SKILLS. AND AGAIN, I WILL NOT READ THESE TO YOU. AS YOU HAVE ALREADY BEEN FAMILIARIZED WITH THEM DURING WORK SESSION AND THE THERE ON THE SCREEN. WE MOVE [00:05:02] ON TO STUDENT LIFE AND EXPERIENCE BECAUSE WE KNOW THAT PART OF THE SCHOOL EXPERIENCE IS GOES BEYOND ACADEMICS. IT IS WHAT STUDENTS ARE ABLE TO BECOME INVOLVED IN THAT HELPS TO ENRICH THAT ACADEMIC EXPERIENCE. AND THEN, FINALLY, OPERATIONAL EFFICIENCY, WHICH IS HOW WE RUN OUR SCHOOLS. FROM OUR FINANCES TO OUR STAFFING, TO OUR TRAINING TO MAINTENANCE OF OUR FACILITIES, THAT WOULD ALL FALL UNDER OPERATIONAL EFFICIENCY. NOW, THE ONE THING THAT YOU DO NOT SEE HERE IS THE COMPLEMENTARY DOCUMENT WHICH LISTS OUR SMART GOALS FOR EACH OF THOSE FOCUS AREAS AND THE SUBCATEGORIES, THE THEMES WITHIN THE FOCUS AREA, AND THE KEY PERFORMANCE INDICATORS. WHICH WILL HELP US TO KNOW ARE WE ON TRACK TO ACCOMPLISH THE ITEMS THAT WE HAVE SET OUT AS GOALS FOR OURSELVES. THIS IS A PLAN THAT WAS FORMULATED STARTING WITH PORTRAIT OF A SKYHAWK WITH COMMUNITY INPUT. WHEN WE TRANSITIONED INTO STRATEGIC PLANNING, WE TOOK THAT GROUP AND BROKE IT DOWN INTO A LITTLE BIT MORE. KEY PLAYERS WITHIN THE DISTRICT, WITH ADMINISTRATORS, BOARD MEMBERS, AND UNION LEADERSHIP. AND LIKE I SAID, WE'RE TAKING THE SHOW ON THE ROAD AND TRYING TO GET OUT AND SHARE THIS INFORMATION AS MUCH AS WE CAN. BECAUSE IT IS A FIVE-YEAR PLAN, WE LOOK AT IT AS A MARATHON. WE DID NOT WANT TO CREATE AN 18-MONTH PLAN. PLAN IN WHICH WE ARE NOT ABLE TO MEET THE GOALS THAT WE HAVE SET FOR OURSELVES. AND SO, AS YOU READ THROUGH THE STRATEGIC PLAN, SOME OF THE ELEMENTS THAT ARE CONTAINED WITHIN IT, YOU ARE NOT GOING TO SEE THEM COME TO FRUITION TO 2030. BECAUSE WE WANTED TO BE ABLE TO APPROACH IT AND DO A GOOD JOB AT ALL THE DIFFERENT ELEMENTS, NOT JUST THROW SOME THINGS OUT THERE AND HOPE THAT SOMETHING STICKS. WE ARE OPEN TO ANY OTHER GROUPS THAT MAY BE INTERESTED IN HEARING ABOUT THE STRATEGIC PLAN. AND AS ALWAYS, MY OFFICE DOOR IS ALWAYS OPEN. WHEN IT DOES, WE WILL HAVE THE NEWEST COLLECTIVE SCHOOL FACILITIES IN ALL OF THE MIAMI VALLEY, AND WE HAVE WAITED A LONG TIME IN FAIRBOURN, AND WE ARE JUST SUPER GRATEFUL. AND AS I WAS TELLING TIM, THE HARD WORK COMES IN STAYING ON TASK AND WORKING THROUGH THOSE CHALLENGES. AS WE CONTINUE TO WORK THROUGH THAT STRATEGIC PLAN, THIS AGAIN, THIS IS A STRATEGIC PLAN. IT TAKES WORK TO GET THERE, AND THE WAY IT'S LAID OUT IS STILL A FULL-BODY APPROACH. WE'RE GOING TO NEED THE COMMUNITY TO HELP US. ABSOLUTELY, THANK YOU, THANK YOU. YES, THANK YOU, AMY. NO QUESTIONS. FAIR BONE COULD KNOW HOW TO MARKET, MARKET WHAT YOU TRYING TO PUT OUT THERE, SO THANK YOU VERY MUCH. WE REALLY APPRECIATE THAT, THANK YOU. SO I STARTED MY WILL SAY POLITICAL CAREER AT SCHOOLS AND I AM SO INCREDIBLY HONORED TO HAVE BEEN PART OF IT. SO I GUESS THE FIRST QUESTION THAT COMES TO MIND IS, WHY IS THIS ORDINANCE UPDATE NEEDED IN THE FIRST PLACE? AND THE REALITY IS THAT FOR SOME OF OUR PERMITTING FEES, WE HAVE NOT CHANGED THEM IN OVER 20 YEARS. OTHER FEES HAVE BEEN JUST... FROZEN IN TIME FOR DECADES AT A TIME, AND WE HAVEN'T REALLY HAD AN OPPORTUNITY TO EVALUATE THEM AND ADDRESS THEM. SO WHEN THE TASK AT HAND, YOU KNOW, WAS PASSED ON TO THE DEPARTMENT HEADS, I KNOW, YOU KNOW. BUILDING INSPECTION HAS DONE IT, FIRE HAS DONE IT, POLICE HAVE DONE IT, AND NOW HERE WE ARE WITH PUBLIC WORKS AND ENGINEERING. WE TOOK THE OPPORTUNITY TO LOOK AT EVERYTHING THAT KIND OF GOES THROUGH OUR DEPARTMENT. AND YOU KNOW, HOW CAN WE IMPROVE THE PROCESS, HOW CAN WE STREAMLINE IT, AND HOW CAN WE UPDATE WHAT IS NECESSARY. SO THE GOAL HERE IS TO CREATE AN INCLUSIVE SCHEDULE OF FEES THAT CAN BE UPDATED IN A MORE REGULAR SCHEDULE. AND I'LL GET INTO THE DETAILS OF HOW THAT UPGRADE PROCESS WOULD GO. THIS IS JUST AN EXAMPLE OF OUR EXISTING LANGUAGE FOR THE FEES. AND ONE OF THE FIRST THINGS THAT WE NOTICED IS THAT, PARTICULARLY WHEN IT PERTAINS TO THE WATER AND SEWER PERMITS, IS THE FEES. FEES AND EVERYTHING ASSOCIATED WITH THAT IS INGRAINED IN THE LEGISLATION LANGUAGE FOR THOSE ORDINANCES. SO ONE OF THE THINGS THAT WE ARE FIRST DOING IS KIND OF JUST REMOVING THOSE AND KIND OF STREAMLINING THE LANGUAGE OF EACH ORDINANCE. SO HOW DID WE DID? HOW DID WE GET TO THERE SO WELL? THE FIRST STEP WAS DOING AN EXTENSIVE REVIEW OF ALL APPLICABLE ORDINANCES TO VERIFY THE FEES AND CHARGES. LIKE MIKE HERE JUST LISTED OUT, WE FOUND AND ESTABLISHED 19 CHANGES ACROSS EIGHT CHAPTERS OF OUR CITY ORDINANCES THAT REQUIRE UPDATES OR THAT WE WOULD LIKE TO UPDATE. THESE CHANGES WERE MADE NECESSARY. WE MADE NECESSARY CHANGES TO FINES AND PENALTY FEES AND LEFT THEM IN THE ORDINANCE LANGUAGE ITSELF, WHILE TAKING ALL THE PERMITTING FEES INTO THESE. NEWLY ESTABLISH ENGINEERING [00:15:01] DIVISION SCHEDULE OF FEES. IT'S A CENTRALIZED LOCATION WHERE ALL THE FEES THAT WE COVER AND TAKE CARE OF CAN BE PRESENTED AND LOOKED AT. SO, THIS NEWLY ESTABLISHED SCHEDULE OF FEES IS TO BE REVIEWED ANNUALLY FOR ANY APPROPRIATE REVISIONS, WHICH WOULD NEED CITY MANAGER APPROVAL. AS IT STANDS RIGHT NOW, OUR ORDINANCES TODAY, IT'S A LITTLE BIT OF A MIXED BAG. EVERY RIGHT OF WAY PERMIT DOES NOT NEED COUNCIL APPROVAL. FOR THE FEES TO BE ADJUSTED. THE LANGUAGE ON IT, AND I'M QUOTING OUR EXISTING ORDINANCE, IS. THE CITY MANAGER SHALL APPROVE A SCHEDULE OF FEES IN ACCORDANCE WITH THE TYPE AND SIZE OF THE JOB TO BE PERFORMED. ON OR ABOUT JANUARY 1ST OF EACH YEAR, THE CITY ENGINEER SHALL REVIEW AND APPROPRIATELY REVISE THE FEES AND SHALL REMAIN IN EFFECT UNTIL THE CITY'S NEXT ANNUAL MODIFICATION. AND WHEN THIS UPDATE PROCESS ORIGINALLY BEGAN, WE LOOKED AT THAT AND SAY, OKAY, WELL, YOU KNOW, WE CAN WORK WITH THAT. UNFORTUNATELY, WATER AND SEWER DIVISIONS, SINCE THE LANGUAGE IS INGRAINED ON IT, SUCH LANGUAGE IS NOT THERE. SO WHAT WE'RE PROPOSING IS TO ESSENTIALLY BRING ALL THE PERMITTING FEES THAT WE HAVE INTO THE SAME UMBRELLA IN TERMS OF ADMINISTRATIVE PROCESS. SO AT THE END OF THE YEAR, I WOULD TAKE A LOOK AT WHERE OUR FEES ARE, DETERMINE IF ANYTHING NEEDS TO BE REVISED, PROPOSE THIS MIDDLE TO THE CITY MANAGER, AND HE WOULD APPROVE IT. THAT IS WHAT WE WOULD LIKE TO MOVE FORWARD WITH ALL THESE FEES. IT'S JUST PART OF THE CONSOLIDATION PROCESS OF TRYING TO GET EVERYTHING IN ONE LOCATION. SO WHAT FEES ARE WE TALKING ABOUT? I'M GOING TO GET INTO EACH SECTION HERE SHORTLY, BUT HOW WERE THESE FEES THEN, HOW OUR PROPOSED UPDATES CAME TO? WELL, WE LOOK AT ADJACENT NEIGHBORHOODS. WE LOOKED AT A WIDE NET OF JUST WHAT EVERYONE IS CHARGING FOR CONNECTION FEES, WHAT EVERYONE IS CHARGING FOR UTILITY FEES, WHAT EVERYONE'S CHARGING FOR RIGHT-OF-WAY FEES. WE TOOK A LOOK AT THE LAST TIME OUR FEES WERE INSPECTED OR WERE UPDATED OR ESTABLISHED, AND WE FACTOR IN INFLATION. SOME OF THESE HAVE BEEN 20-PLUS YEARS. THE VALUE OF THE DOLLAR HAS CHANGED. THE VALUE OF LABOR AND COST AND EVERYTHING THAT IT INVOLVES, ALL THIS WORK, HAS CHANGED. SO WE NEED TO MAKE ADJUSTMENTS AS NEEDED. AND, OF COURSE, THE ANALYSIS OF STAFF, TIME AND EQUIPMENT USED FOR INSPECTIONS AND REVIEWS. ON THE WATER AND SEWER SIDE, IT WAS A LITTLE MORE STREAMLINED. WE ESSENTIALLY WORKED WITH THE WATER AND SEWER DIVISION. WE LOOKED AT THE METER FACTOR SIZE TABLE THAT AMERICAN WATER WORKS ASSOCIATION HAS AND SUGGESTED, AND WE PRETTY MUCH FOLLOWED THE SAME GUIDANCE. SO TO GET INTO WHAT EACH SECTION IS LOOKING TO DO, WE'RE GOING TO START WITH THE RIGHT-OF-WAY PERMIT. SO WHEN YOU THINK RIGHT-OF-WAY PERMIT, YOU THINK SIDEWALK, YOU THINK DRIVE APPROACHES, YOU THINK CURB, YOU THINK STREET CUT. ANYTIME SOMEBODY WANTS TO EXTEND THEIR DRIVEWAY, SOMEBODY WANTS TO ADDRESS A TRIP HAZARD THAT IS CITED BY THE ENGINEERING DEPARTMENT, SOMEBODY NEEDS TO WORK ON THEIR SANITARY LATERAL, AND THEY'RE JUST GOING TO HAVE TO GET INTO THE RIGHT-OF-WAY. THOSE ARE THE USUAL IMPACTS. WHERE A RIGHT-OF-WAY PERMIT IS REQUIRED. THE BIGGEST IMPACT ON THIS IS ON PROPERTY OWNERS. THEY'RE USUALLY THE ONES THAT WILL GO OUT, HIRE A CONTRACTOR FOR DOING SOME WORK IN THE RIGHT-OF-WAY. THE CONTRACTOR WILL COME IN AND PULL THE PERMIT. THIS CHANGE, WE'LL GO THROUGH THE EXAMPLES ON IT, BUT THAT IS ESSENTIALLY THE BIGGEST GOAL ON IT. AND AS I TELL OUR STAFF, WE ALWAYS TRY TO WORK WITH HOMEOWNERS AS BEST WE CAN. NOW, UNLIKE THE CONCRETE WORK AND STREET CUTS THAT HOMEOWNERS TEND TO HAVE WHEN THEY'RE WORKING ON THEIR OWN PROPERTIES, WE HAVE RUN INTO UTILITY PERMITS. NOW, IF YOU LIVE HERE IN FAIRBOURN AND YOU DON'T LIVE UNDER A ROCK, YOU HAVE NOTICED THAT. OVER THE LAST COUPLE OF YEARS, WE HAVE SEEN A CONSIDERABLE EXPANSION OF UTILITY COMMUNICATION LINES BEING INSTALLED ACROSS THE COMMUNITY. WE HAVE ALTA FIBER, WE HAVE METRONET, WE HAVE AT&T, ALL WANTING TO PROVIDE FIBER OPTIC INTERNET TO THEIR HOMEOWNERS. THAT USUALLY REQUIRES NEW UTILITIES AND NEW INFRASTRUCTURE BEING INSTALLED IN OUR RIGHT-OF-WAYS AND IN OUR UTILITY EASEMENTS, AND THEY COVER SWATH OF AND MILES. AND RIGHT NOW, [00:20:01] AS OUR PERMITS ARE WRITTEN, WE DON'T REALLY HAVE AN ADEQUATE WAY OF CAPTURING THAT WORK. YOU KNOW, THEY'LL SUBMIT US A DOZEN SET OF PLANS, AND, YOU KNOW, COVERING AN ENTIRE NEIGHBORHOOD, AND WE CHARGE $30. BECAUSE THAT'S WHAT WE REALLY CAN'T PUT FOR IT. SO, AS AN EXTENSION OF THE RIGHT-OF-WAY PERMIT, WE ARE INTRODUCING A UTILITY PERMIT, AN EXTENSION OF THE RIGHT-OF-WAY PERMIT THAT WILL HOVER THE UTILITY INSTALLATION ACROSS MULTIPLE PARCELS. WE NOW HAVE AN ADEQUATE WAY OF NOT JUST CAPTURING THE WORK FROM A REVIEW AND ADMINISTRATIVE PERSPECTIVE, BECAUSE, YOU KNOW, MYSELF AND HALEY WILL BE THE ONES KIND OF REVIEWING, MAKING SURE THAT ALL THE INSTALLATIONS ARE TAKING PLACE IN THE RIGHT-OF-WAY OR IN EASTMAN. IF THERE IS NO EASTMAN OR THEY'RE DOING SOMETHING WRONG, WE, YOU KNOW, HAVE THEM REVISE THE PLANS AND SUBMIT IT. ONCE THEY SUBMIT EVERYTHING AND EVERYTHING'S APPROVED, OUR INSPECTORS HAVE TO GO OUT REGULARLY AND MAKE SURE THAT RESTORATION IS DONE CORRECTLY, THAT THE INSTALLATIONS OF HANDHOLD AND INFRASTRUCTURE IS GOING WHERE IT NEEDS TO BE. SOMETIMES WE HAVE CALLS AND CONCERNS AND COMPLAINTS FROM RESIDENTS SAYING THEY... DAMAGED THEIR DRIVEWAY, OR THEY'RE USUALLY OPERATING EQUIPMENT ON PRIVATE PROPERTY. WE GENERALLY HAVE TO CONSTANTLY WORK WITH THESE UTILITY COMPANIES TO MAKE SURE THAT THEIR WORK IS STICKING TO WHAT THEY SUBMITTED. AND ONCE THEY ARE COMPLETED, WE HAVE A PERMIT TO REALLY TRACK ANY AND ALL RESTORATION THAT WILL BE REQUIRED. THE WATER AND SEWER PERMIT IS PROBABLY THE MOST EXTENSIVE. AND INCREASE INTO THE FEES AND THIS INCREASE OF THE EXISTING FEES MAKE PRIMARILY IS TO ACCOUNT FOR THE INFLATION OVER TIME. AND ONE OF THE THINGS I WANT TO MAKE IT ABSOLUTELY CLEAR HERE, WHEN ENGINEERING DOES. A WATER AND SEWER PERMIT IS FOR NEW CONNECTIONS, THAT MEANS IT'S A NEW CONNECTION TO THE WATER MAIN OR THE SANITARY MAIN EXISTING HOMES. IF YOU HAVE A CLOCK, SANITARY LATERAL OR A COLLAPSE AND YOU'RE DOING A RESTORATION AND YOU DON'T HAVE TO GO TO THE MAIN, THAT DOES NOT WARRANT A NEW CONNECTION FEE. IF YOU NEED TO MAKE AN UPDATE TO YOUR WATER LINE AS YOU'RE WORKING FROM THE CURB STOP TO YOUR PROPERTY, THAT DOES NOT WARRANT A CONNECTION FEE. THIS IS ONLY FOR NEW CONNECTIONS. SO THE BIGGEST IMPACT ON THIS IS ACTUALLY GOING TO BE THE RESIDENTIAL DEVELOPERS, THE INVERNESS HOMES WORKING ON ARDEN, THE RYAN HOMES WORKING IN HELLSIDE, MEADOWS OR WATERFORD. THESE ARE THE ENTITIES THAT ARE GOING TO ABSORB THE COST OF THIS INCREASE. BUT IT IS A NECESSARY INCREASE BECAUSE, AGAIN, WE HAVE NOT CHANGED IT IN A VERY LONG TIME, AND EVEN AFTER THE INCREASE THAT WE ARE PROPOSING, WE ARE STILL GOING TO BE ON THE VERY LOW END COMPARED TO ADJACENT COMMUNITIES. AND I'LL HAVE SOME EXAMPLES ABOUT WHAT THOSE CHANGES, YOU KNOW, COMPARISONS LOOK LIKE. SO, HERE WE GO TO THE EXAMPLES. I THINK I'M TRYING TO REMEMBER IF I GOT MY SLIDES RIGHT. SO OUR INSPECTION HELPS THEM, HELPS US KEEP EVERYTHING DONE. WE'RE GOING FROM $30 TO $60. MOSTLY, IT'S JUST AN ADJUSTMENT ON INFLATION AND A LITTLE BIT OF OUR ADMINISTRATIVE COST. NEW CONNECTIONS TO THE WATER LINE RIGHT NOW, WATER PERMIT, THE CONNECTION CHARGE, THE BACKFLOW AND THE [00:25:01] CONSTRUCTION WATER IS 595, AND WE ARE LOOKING TO INCREASE THAT TO $1,100. SO IT'S ABOUT 500. IT'S JUST UNDER HALF OF AN INCREASE. AND WE'RE LOOKING AT, AGAIN, FOLLOWING NATIONAL STANDARDS FOR AWWA. WE HAVE REVIEWED INTERNALLY. WE HAVE HAD A COUPLE OF INSTANCES HERE IN THE LAST COUPLE OF YEARS WHERE WE HAVE HAD UTILITY EXTENSIONS DONE IN ORDER FOR CERTAIN PROPERTIES TO CONNECT TO PUBLIC INFRASTRUCTURE. AND WE DIDN'T REALLY HAVE A WAY OF INSPECTING OR CHARGING FOR THE INSPECTION THAT IT WOULD NECESSITATE. OBVIOUSLY, IF ANY WATER LINE IS GOING TO BECOME PUBLIC INFRASTRUCTURE, WE DO HAVE A VERY HIGH INTEREST IN MAKING SURE THAT IT'S NOT ONLY BUILT TO OUR STANDARDS. THE REASONABLE APPROACH IS A GRADUAL, PHASED INCREASE, NOT A SUDDEN DOUBLING ACROSS THE BOARD. WHICH BRINGS ME TO MY BIGGEST CONCERN. THE IMPACT ON EVERYDAY RESIDENTS. ORDINANCE 0826 PROPOSES THE ADOPTION OF A ONE-YEAR ADJUSTMENT. OF 14% TO THE CITY'S WATER RATE. WATER RATES FOR THE UTILITY OR THE CITY'S UTILITY CUSTOMERS ARE ESTABLISHED BY CHAPTER 913-03 OF THE FAIRBAIRN CODIFIED ORDINANCES. THE CURRENT RATE ESTABLISHED IS 3.66 PER 100 CUBIC FEET OF WATER USAGE. THROUGH THE ADOPTION OF THIS ORDINANCE, WE ARE SEEKING TO INCREASE THE RATE TO $4.17 PER CUBIC FEET OF WATER USAGE. ALL OTHER UTILITY RATES WILL REMAIN THE SAME. FIRST, LET'S TALK A LITTLE BIT ABOUT WHY RATE ADJUSTMENTS ARE NECESSARY. ONE OF THE PRIMARY REASONS FOR THIS PROPOSED ADJUSTMENT IS TO ENSURE THE LONG-TERM RELIABILITY OF OUR WATER SYSTEM. LIKE MANY COMMUNITIES, WE ARE MANAGING AGING INFRASTRUCTURE THAT REQUIRES ONGOING REPAIRS AND UPGRADES, IN ADDITION TO RISING COSTS OF OPERATIONS. THIS ADJUSTMENT WILL ALSO HELP ENSURE THAT OHIO EPA REGULATORY STANDARDS AND MAINTAIN APPROPRIATE RESERVE LEVELS WITHIN OUR WATER FUND. STRENGTHENING THIS FUND ALLOWS THE CITY TO PLAN FOR FUTURE CAPITAL IMPROVEMENTS, WHILE REDUCING THE NEED TO RELY ON BORROWING FOR MAJOR PROJECTS. SO LET'S CLARIFY WHAT OUR RESIDENTS SEE ON OUR MONTHLY BILLING. THE TYPICAL UTILITY BILL INCLUDES THREE PRIMARY SERVICES, WATER, SEWER, TRASH, AND RECYCLING COLLECTION. THE PROPOSED ADJUSTMENT WILL ONLY [00:50:01] APPLY TO THE WATER RATE. SEWER CHARGES, SANITATION COSTS WILL REMAIN UNCHANGED THROUGH THE 2026. SO WATER USAGE IS MEASURED SLIGHTLY DIFFERENT THAN WHAT MOST RESIDENTS EXPECT. WHILE MANY PEOPLE THINK ABOUT WATER USAGE IN GALLONS, OUR SYSTEM BUILDS IN CUBIC FEET. ONE CUBIC FEET EQUALS 7.48 GALLONS. FOR CONTEXT, THE NATIONAL AVERAGE WATER USAGE FOR A FAMILY OF FOUR RANGES. BETWEEN ROUGHLY 9,000 AND 12,000 GALLONS A MONTH, OR 01,200 TO 16 CUBIC FEET. AND AGAIN, OUR RATE CURRENTLY IS $3. DOLLARS AND 66 CENTS. SO HERE'S AN AVERAGE SO DIFFERENT AREAS WITHIN THE CITY AND WHAT THEIR AVERAGE USAGES ARE. SO THAT AGREEMENT, JUST SO EVERYONE IS CLEAR. THERE IS NO EXPENSE TO TAXPAYERS FOR SUBSIDIZING SERVICES ASSOCIATED WITH THAT PROJECT. THE DEVELOPER WILL PAY UTILITY RATES SIGNIFICANTLY HIGHER THAN THOSE CHARGED TO OUR RESIDENTS AND BUSINESSES, TWO AND A HALF TIMES THE RATE OF WHAT OUR RESIDENTS PAY. THEY'LL CONTRIBUTE $70,000 ANNUALLY TO SUPPORT FIRE AND EMS SERVICES, IN ADDITION TO ANY EMS BILLING FOR CALLS, AND PROVIDE APPROXIMATELY $115,000 ANNUALLY TO A DEDICATED WATER AND SEWER INFRASTRUCTURE SINKING FUND TO ADDRESS FUTURE MAINTENANCE AND UPGRADES ON THAT SITE. BUT OFTENTIMES, WE GET ASKED A LOT ABOUT SUPPORTING OUR SCHOOLS. AND ONE OF THE FIRST THINGS THAT CAME TO MY MIND WAS MUSIC, AND HOW MUSIC CAN TOUCH PEOPLE IN DIFFERENT WAYS. AND MUSIC, CERTAIN WORDS, CERTAIN LYRICS, TOUCH, TOUCH ME IN A SPECIFIC WAY. AND I'M REMINDED, WHEN I THINK OF THE SCHOOLS OF THE 1977 SONG THAT WAS RECORDED BY GEORGE BENSON, WRITTEN BY A FEMALE, CALLED THE GREATEST LOVE OF ALL. RE-RECORDED IN 1986 BY THE GREAT LATE GREAT WHITNEY HOUSTON, THAT BECAME A MAJOR HIT, THAT SAID, I BELIEVE OUR CHILDREN ARE OUR FUTURE. TEACH THEM WELL AND LET THEM LEAD THE WAY. I WANT TO JUMP ON SOMETHING THAT OUR CITY MANAGER MIKE MENTIONED ABOUT THE ENHANCED USE LEASE, THE STRATUS PROGRAM. THAT WAS REALLY AN EXCITING GROUNDBREAKING TO BE AT LAST WEEK. IT WAS GREAT TO SEE ALL THE DIFFERENT DIGNITARIES THAT WERE HERE. THE GENTLEMAN WHO HEADS UP SYNERGY, THE COMPANY THAT IS LEADING IT, HE MADE A COMMENT. HE SAID, GOVERNOR DEWINE IS THE BEST GOVERNOR IN THE UNITED STATES. AND I KNOW OTHER PEOPLE MIGHT DISAGREE WITH THAT. BUT HE MADE THAT COMMENT BECAUSE WHAT WE PULLED OFF HERE AT WRIGHT-PATTERSON AIR FORCE BASE WAS REALLY A UNIQUE OPPORTUNITY TO GET... DEFENSE CONTRACTORS IN THE AREA, NORMALLY THEY CAN'T BE ON THE OTHER SIDE OF THE FENCE. SO WHAT DID THEY DO? THEY MOVED THE FENCE TO MAKE IT HAPPEN. AND THAT REALLY WAS A FIRST FOR, KIND OF IN THE DEPARTMENT OF WHAT USED TO BE DEFENSE, NOW THE DEPARTMENT OF WAR. BUT ANYWAY, I WANT TO KUDOS TO GOVERNOR DEWINE, KUDOS TO CONGRESSMAN TURNER, THE CITY OF FAIRBOURN, AS MIKE MENTIONED. AND THAT IS A VERY UNIQUE PROGRAM, THAT ENHANCED USE LEASE. UNFORTUNATELY, I SAW SOME NEGATIVE COMMENTS FROM PEOPLE WHO DIDN'T THINK IT WAS A GOOD THING. I THINK IT'S AN EXCELLENT THING AND A VERY GOOD THING FOR THE FUTURE OF OUR COMMUNITY. SO PLEASE, AS YOU WATCH THAT PROGRAM DEVELOP OVER THERE ON NATIONAL ROAD, UNDERSTAND WHAT THAT IS REALLY ALL ABOUT. MIKE ALSO MENTIONED ABOUT AN EVENT THAT SEVERAL OF US ARE CHIEFS, OUR CITY MANAGER IN A TUXEDO, WHICH WAS A FIRST THAT I'VE SEEN. THAT WAS IMPRESSIVE. MOST OF THE PEOPLE THAT ARE A MEMBER OF THAT WING LIVE IN OUR COMMUNITIES, WORK IN OTHER JOBS, HAVE DIFFERENT POSITIONS. BUT THEN ON THE WEEKENDS, THERE ARE, I HATE TO USE THE TERM, WEEKEND WARRIORS, BUT THEY'RE THE PEOPLE WHO ARE OUT THERE HELPING TO DEFEND WITH THE ACTIVE DUTY, MAKING OUR COUNTRY SAFE. AND ONE OF THE THINGS THAT THEY RECOGNIZED SATURDAY NIGHT WAS THE FACT THAT THE CITY OF FAIRBORN WAS THE 2025 COMMUNITY PARTNER OF THE YEAR. AND THIS IS THE TROPHY THAT THEY PRESENTED TO US. AND THAT HAD TO DO WITH THE CITY OF FAIRBORN'S PARTICIPATION, ALONG WITH THE FAIRBORN CITY SCHOOLS, IN THE HONOR FLIGHT THAT TOOK PLACE ON SEPTEMBER 21ST. IN 2025. FOR THOSE OF US WHO HAD THE OPPORTUNITY TO BE ON AN HONOR FLIGHT, THAT WAS A TRIP OF A LIFETIME TO GO TO WASHINGTON, D.C. AND SEE ALL THE MEMORIALS. WELL, FOR THE FIRST AND ONLY TIME, THAT TRIP WAS CO-SPONSORED, THIS TIME BY THE 445TH IN MILITARY AIRCRAFT FLOWN FROM WRIGHT-PATTERSON AIR FORCE BASE. THAT TRIP WOULD NOT HAVE HAPPENED WITHOUT THE PARTICIPATION OF THE CITY OF FAIRBOURN, OUR FIRE DEPARTMENT, OUR POLICE DEPARTMENT.
