THAT WILL BE THE MONTH OF JUNE'S 2026 SUPPLEMENTAL APPROPRIATIONS THAT ARE AUTHORIZED BY THE ORC.
SO FIRST OFF WOULD BE OUR ADJUSTMENTS TO OUR OPERATING FUNDS.
SO WE WILL HAVE A TOTAL OF A LITTLE OVER $126,000, AND THAT'S BROKE DOWN BY THE FOLLOWING, WHICH IS $85,000 FOR AN INCREASE TO THE PROPERTY AND LIABILITY INSURANCE RENEWAL.
THIS IS SOMETHING THAT'S GOING ACROSS THE BOARD TO ALL OF THE PEP BOARD MEMBERS, OR THOSE INVOLVED WITH THE PEP, WHICH IS WHERE WE GET OUR INSURANCE.
THIS IS ACTUALLY A 10% INCREASE OVER WHAT WE HAD THE LAST FROM PREVIOUS YEARS.
AND IN DISCUSSIONS WITH THEM LAST WEEK, THEY INDICATED THAT THAT'S GOING TO BE, GOING FORWARD, A 10% INCREASE EVERY YEAR PROBABLY FOR THE FORESEEABLE FUTURE.
$2,900 IS FOR THE INCREASE OF COSTS FOR THE MATS FOR THE GOVERNMENT BUILDING.
$2,000 FOR THE INCREASE FOR FLAG REPLACEMENTS FOR MEMORIAL PARK.
$2,492 FOR INCREASE IN COSTS FOR THE UNEMPLOYMENT FEES.
THESE ARE FEES THAT WE PAY ON A YEARLY BASIS, BUT BECAUSE OF COVID, WE ACTUALLY KIND OF WERE PAID IN ADVANCE.
SO ACTUALLY WE HAVEN'T PAID ANYTHING FOR THE LAST THREE YEARS.
SO THIS IS NOW WE'RE JUST KIND OF GETTING CAUGHT BACK UP.
$25,900 IS TO REPLACE THE HVAC UNIT ABOVE THE COUNCIL CHAMBERS.
$2,500 FOR THE INCREASE IN UNIFORM COSTS.
NOW THIS IS A COST THAT YOU'RE GOING TO SEE THROUGHOUT THE COURSE OF THESE SLIDES.
WE DID SIGN A NEW CONTRACT WITH CENTOS FOR OUR UNIFORMS, AND OUR COSTS WERE INCREASED QUITE A BIT.
THE PREVIOUS CONTRACT, WHICH WAS WITH UNIFIRST, WE HAD NOT SEEN AN INCREASE IN COST

FOR ABOUT EIGHT YEARS.AND NOW WITH THE NEW COSTS, WITH CENTOS, THEY'VE ACTUALLY INCREASED DRAMATICALLY.
SO YOU'RE GOING TO SEE THIS AS A REOCCURRING THEME THROUGHOUT THE COURSE OF THIS POWERPOINT.
MORE INCREASES TO THE GENERAL FUND, $2824.61 TO UPDATE THE ORDINANCES TO OUR WEBSITE.
$2750 IS FOR VARIOUS SPONSORSHIPS, AND BASICALLY THIS IS AN OFFSET.
THIS WAS A DONATION TO THE PARKS DEPARTMENT.
WE'LL HAVE A $3,700 INCREASE FOR UNIFORM COSTS IN THE STREETS BUDGETS, $100 IN THE HIGHWAY BUDGET, AND THEN THERE'S GOING TO BE A $10,000 INCREASE TO DO SOME BUILDING PREP FOR THE NEW DRONE THAT THE POLICE ARE GETTING.
THEY NEED A PLACE FOR IT TO LAND ON THE BUILDING, SO THEY'RE GOING TO HAVE TO DO A LITTLE BIT OF WORK TO GET READY FOR THAT.
THERE'S GOING TO BE A $200 INCREASE FOR UNIFORM COSTS IN THE CEMETERY OPERATIONS FUND.
AND THIS IS FOR THE PROMOTION OF AN INDIVIDUAL WITHIN THE VICTIM WITNESS GROUP.
IN THE WATER FUND, $4,900 ALSO FOR INCREASE IN UNIFORMS. SEWARD, $4,500 FOR INCREASE IN UNIFORMS. $260 IN SANITATION FOR UNIFORMS. AND THEN $9,400 IN EQUIPMENT MAINTENANCE ALSO FOR UNIFORMS. SO OUR NON-OPERATING FUND BUDGET.
IN THE GENERAL BOND RETIREMENT FUND, WE ARE GETTING, THERE WAS A DEBT ISSUANCE, AND THIS DEPOSIT WAS A LITTLE BIT HIGHER, SO WE'RE ACTUALLY ADDING $12,532.80.
AND THEN WE HAD IN OUR DEBT AND SEWER DEBT SERVICE FUND, WE HAVE $63,652.88, WHICH WAS A REPLACEMENT OF FUNDS FOR A DEBT PAYMENT THAT WAS FOR THE FUNDERBURG WATER MAIN.
THIS ITEM HAD NOT BEEN PLACED ON THE BUDGET.
WE HAD TO PAY IT WITH FUNDS WE HAD AVAILABLE, AND SO THIS WILL BE REPLACING THOSE FUNDS BACK TO WHERE IT WAS.
PUBLIC SAFETY, SO ABOUT ALMOST $275,000 IN THE POLICE BUDGETS.
SO IT'S FOR ALSO ANOTHER REPLACEMENT OF FUNDS FOR A DEBT REPAYMENT.
THEN THERE WAS A PRINCIPAL AND INTEREST PAYMENT FOR THE POLICE FACILITY THAT'S UPCOMING.
THAT WAS NOT PLACED ON THE BUDGET.
AND THEN THERE'S ANOTHER BUDGET PAYMENT ADJUSTMENT OF $40,983.32.

SO FOR SOME BACKGROUND, THE CHIP GRANT IS FROM THE OHIO DEPARTMENT OF DEVELOPMENT IS AIMED AT PARTNERING WITH OHIO COMMUNITIES TO IMPROVE AND PRESERVE THE AFFORDABLE HOUSING STOCK FOR LOW AND MODERATE INCOME OHIOANS AND STRENGTHEN NEIGHBORHOODS THROUGH COMMUNITY COLLABORATION.
SO, IN THE PAST, WE HAVE RECEIVED ABOUT $4.1 MILLION THROUGH THIS GRANT AND BEEN ABLE TO ASSIST AROUND 129 HOUSEHOLDS.
SO WE MOST RECENTLY RECEIVED THIS GRANT IN 2024 WHEN WE RECEIVED THE MAXIMUM ALLOWED AMOUNT OF $350,000 AND WITH THAT WE WERE ABLE TO ASSIST FIVE HOUSEHOLDS.
SO, THIS FUNDING IS ABLE TO BE USED IN FOUR PRIMARY WAYS AND YOU CAN SEE EACH OF THEM THERE.
SO IT'S OWNER-OCCUPIED HOME REHABILITATION, RENTAL HOME REHABILITATION, RENTAL ASSISTANCE, OR DOWN PAYMENT ASSISTANCE.
AND FAIRBORN HAS HISTORICALLY FOCUSED ON USING THE FUNDING FOR OWNER-OCCUPIED HOME REHABILITATION.
AND REGARDLESS OF WHICH ACTIVITY IT IS THAT WE DO, THIS FUNDING IS USED TO BENEFIT LOW TO MODERATE INCOME HOUSEHOLDS, WHICH IS DEFINED AS BEING 80% OR LESS OF THE AREA MEDIAN INCOME.
THEN ALSO, COMMUNITY ENGAGEMENT IS A REALLY IMPORTANT PART OF THIS APPLICATION PROCESS.
SO AS YOU CAN SEE, WE HOSTED TWO PUBLIC MEETINGS.
THE FIRST WAS AT THE BREAKFAST WITH THE MAYOR EVENT, WHICH I'D ESTIMATE PROBABLY HAD AROUND 40 ATTENDEES, MAYBE A LITTLE MORE.
AND THEN OUR SECOND PUBLIC MEETING WAS IN THE GOVERNMENT CENTER AND HAD ZERO ATTENDEES.
AND THEN BETWEEN THESE MEETINGS AND THE FEEDBACK WE GOT, AND THEN AS WELL AS THE CONTINUED INTEREST IN OUR HOME REHAB PROGRAM THAT'S GIVEN US A MODERATELY LENGTHY WAITING LIST, WE THOUGHT THAT OWNER-OCCUPIED REHAB SEEMS TO BE THE MOST EFFECTIVE USE OF THIS FUNDING.
SO STAFF RECOMMENDS THAT WE APPLY FOR $315,000 FOR OWNER-OCCUPIED REHABILITATION AND $35,000 FOR ADMINISTRATIVE COSTS, WHICH WOULD FUND STAFFING AND OTHER RELATED EXPENSES.
WE REQUEST THIS SCENARIO FOR APPLICATION AND ALLOWING THE CITY MANAGER TO ENTER AN AGREEMENT TO RECEIVE AND EXPEND THE FUNDS.

BUT WE WERE ALSO SUCCESSFUL IN GETTING ENGAGEMENT THROUGH OUR PUBLIC SURVEY.
SO WE DISTRIBUTED PAPER COPIES AND ONLINE VERSIONS, AND WE RECEIVED A TOTAL OF 52 RESPONSES TO THAT SURVEY.

AND SO YOU CAN SEE THAT WE HAVE A TOTAL FUNDING AVAILABLE OF $306,272.21.
AND SO $239,513 OF THAT IS FROM OUR 2026 ALLOCATION FROM HUD.

WE DO THINK THE SITE CAN BE HARMONIOUS WITH THE SURROUNDING MULTIFAMILY RESIDENTIAL USES.
AND THE APPROPRIATE LANDSCAPING BUFFERS SHALL REMAIN IN PLACE THAT CURRENTLY EXIST OUT THERE.
THE SITE HAS SOME EXISTING TREES ALONG THOSE RESIDENTIAL USES TO THE SOUTH AND SOUTHWEST.
IF YOU GO OUT THERE NOW, IT'S ALL OVERGROWN.
AND SO, A LOT OF THAT WILL BE CLEARED OUT.
THAT OVERGROWTH AND BRUSH, WHERE THE RETENTION POND IS LOCATED, IT'S JUST ALL OVERGROWN.
SO, THEY'RE GOING TO HAVE TO MAKE SOME IMPROVEMENTS TO MAKE SURE EVERYTHING CONTINUES TO WORK AS IT WAS INTENDED TO DO SO.
BUT THE NATURAL FEATURES ON THE OVERALL SITE WILL REMAIN THE SAME.
LIKE I SAID, THAT DETENTION POND WAS INTENDED TO BE A DETENTION POND FOR THAT ENTIRE THREE AND A QUARTER ACRES.
SO, IT WILL SERVE THAT USE IN THE FUTURE.
STAFF FEEL THAT ACCESS AND CIRCULATION TO THE SITE IS APPROPRIATE AND THAT ALL THE CONFLICTS ARE MINIMIZED.

DAYTON YELLOW SPRINGS ROAD IN THIS AREA HAS ABOUT 15,000 VEHICLES THAT PASS THROUGH IT EVERY DAY.
THIS ROADWAY WAS BUILT TO MANAGE MORE THAN THAT.
SO, IT CAN ACCOMMODATE THAT TRAFFIC.
AT THE PLANNING BOARD MEETING, WE DID HEAR FROM A COUPLE RESIDENTS WHO HAD CONCERNS, ALSO CONCERNS ABOUT THE TRAFFIC.
AND AS WELL AS THE HOURS OF OPERATION, NOISE FROM VEHICLES, THE MUSIC AT THE SEVEN BREW LOCATION, JUST NEW STREET LIGHTS THAT WOULD BE GOING IN, SMELLS FROM THE DUMPSTER.
THESE HOURS OF OPERATION ARE SIMILAR TO OTHER HOURS OF OPERATION FOR BUSINESSES WITHIN THAT AREA THAT OPEN FROM 5 TO 10 OR 11 AT NIGHT.
SO, AND SOME OF THE BUSINESSES ARE EVEN OPEN 24 HOURS THAT ARE WITHIN CLOSE PROXIMITY.
WE ALSO DID HEAR THE CONCERN REGARDING MUSIC AT THIS LOCATION.
SO, WE DID ADD A CONDITION SINCE THAT MEETING TO WORK TO ADDRESS THAT MUSIC CONCERN SO THAT THE SPEAKERS THAT ARE AT THEIR LOCATIONS, THEY DO HAVE MUSIC PLAYING.
AND SO, WE WANT TO MAKE SURE THOSE SPEAKERS ARE TURNED AWAY FROM THOSE RESIDENTIAL USES, SO NOT FACING ANY DIRECTION OF SOUTH, WHETHER THAT'S SOUTH, SOUTHEAST, SOUTHWEST, WHERE THOSE RESIDENCES ARE.
SO, WE WANT TO HAVE THAT MUSIC FACING AWAY SO IT DOESN'T IMPACT THOSE RESIDENTIAL USES.
AGAINST THE STAFF RECOMMENDATION, ACTUALLY, AT THE PLANNING BOARD MEETING, THE PLANNING BOARD DID DENY THIS APPLICATION IN A 6 TO 1 VOTE.
LIKE I SAID EARLIER, THERE WERE SOME ADDITIONAL CONDITIONS THAT WE DID ADD.
BUT SINCE THAT MEETING, AND I THINK WITH THOSE CONDITIONS, BASED ON THE GENERAL CRITERIA, STAFF DOES FEEL THAT THEY'RE STILL MEETING THE CRITERIA THAT WE NEED TO USE TO EVALUATE THIS PROPOSAL.
THE PROPOSED DEVELOPMENT COMPLIES WITH THE PRIOR APPROVALS OF THE SITE.

A LOT OF PEOPLE ASKED QUESTIONS ABOUT THAT THROUGH THE WHOLE THING, AND THEN MR. SEININGER STATED THAT THAT WAS HIS EXACT REASON AND KIND OF WENT INTO THE DETAILS ABOUT IT.
AND THERE WERE A LOT OF QUESTIONS ABOUT, LIKE, OKAY, WELL, IF WE HAD TO, COULD WE CHANGE THIS, THE LIGHTS, CHANGE THE SEQUENCE OR THE TIMING OF THE LIGHTS.

SO THEY'RE CULVERTS, BUT THEY'RE TREATED, THEY, THEY'RE RATE AS A BRIDGE STRUCTURE.

ESSENTIALLY, IT LAYS OUT THE EXTENT OF THE WORK THAT THEY'RE GOING TO DO WHILE REAFFIRMING THE RESPONSIBILITY AND MAINTENANCE THAT WE CURRENTLY HAVE FOR KAUFFMAN AVENUE.
SO IT'S OUR ROAD, WE MAINTAIN IT, BUT THEY WOULD LIKE TO WORK ON THE STRUCTURE.
SO NO FUNDING IS REQUIRED THERE.
THEY JUST HAPPEN TO BE WORKING ON THIS, UH, FOR US.

I HEARD SERGEANT HOOD AND SERGEANT BOGGS GRADUATE FROM THE PUBLIC SAFETY LEADERSHIP ACADEMY.
AND I THINK THAT WAS REALLY QUITE GOOD.
I'VE ALSO HEARD FROM A COUPLE OF INDIVIDUALS IN REFERENCE TO SAFETY CITY AND THAT IS SUCH AN AMAZING THING.
SO OTHER THAN THAT, THAT'S ALL I HAVE.
I WILL JUST ADD THAT FOR SAFETY CITY, KUDOS TO MS. METER AND OFFICER PETTIT.

I THINK THAT KIND OF PROVES THAT WE ARE A CITY IN MOTION.
WHATEVER WE'RE DOING, WE'RE DOING RIGHT.
I WILL ALSO NOTE THAT IT TAKES TIME.
